Node in NotReady Status after Reinstall

Issue

We had a running cluster which stopped working and we are trying to reinstall the cluster but it hangs.

[root@example ~]# oc get nodes

example-node-2.test.example.com   NotReady                   10h       v1.7.6+a08f5eeb62
