Heat Stack fails at create or delete time

Issue

  • Random issues at heat stack creation or deletion, sometimes it works some other it doesn't, cinder volumes are not created or deleted.
  • Stacks are using multiples concurrent resources, or multiple concurrent stacks are running.

Environment

  • Red Hat OpenStack Platform 10.
  • Red Hat OpenStack Platform 11.
  • Red Hat OpenStack Platform 12.
