[Satellite] After upgrading Sat6.2.14 to Sat6.3, provisioned VM using VMware's vRA/vRO no longer send report that the build is finished

Issue

After upgrading the Satellite from version 6.2.14 to 6.3, the provisioned client no longer reported that the build is finish.
We use VMware's vRA/vRO to provision new server, after vRA is finished the client fetch a finish scripts from the Satellite
server to report that the build are finished but now, it has to be manually cancelled.

Red Hat Satellite 6.3 (upgraded from Sat6.2.14)
