Puppet 4 command-line utility does not modify configuration file as expected in Red Hat Satellite 6.

Issue

In puppet 3 using puppet config --section main set option value to create an initial configuration for Puppet agents, works well and create a file with content:
```
  [main]
  option = value
```
Performing the same operation with the Puppet 4 utility the parameter gets added directly to the top of the file and not within the [main] section. also, it does not create the [main] section in a new/empty puppet.conf file.
