How Can I Configure a Job Template in Ansible Tower to Use a Network Credential?

Issue

Currently Ansible tower will not allow job templates to be saved with a Network Credential type. This can become a issue when an authorized password is needed for granting access to the priv exec prompt on the network device.

Ansible Tower <= 3.2.3
