iptables init script doesn't support /etc/sysctl.d/

There is a limitation when using IPTABLES_SYSCTL_LOAD_LIST that it only checks /etc/sysctl.conf and not /etc/sysctl.d/*

Respective iptables package version:
- RHEL7: iptables-1.4.21-17.el7
- RHEL6: iptables-1.4.7-16.el6
