[RHEL 7] cgrules fails to migrate tasks

Rules set in /etc/cgrules.conf do not seem to have any effect on processes
Tasks/processes are not migrating to the correct CPUs

Environment

Red Hat Enterprise Linux 7.4
libcgroup-based cgroups with cgrules.conf that has a star (asterisk) as the second field
