Why is the Ansible Tower Installation Failing with RabbitMQ Errors?

Issue

When installing Ansible Tower, you get the following error message:

When viewing the Rabbit systemctl status, the following is displayed:

Config file generation failed 15:37:25.462 [error] Syntax error in /etc/rabbitmq/rabbitmq.conf after line 1 column 1, parsing incomplete
