[Satellite6] Random REX jobs scheduled to the same time are raising "Could not use any Capsule" error
Issue
- running a bulk of REX jobs scheduled to the same time
- some of them are failing with "Could not use any Capsule" error
- nothing in common to the failed hosts
- re-running any REX to the failed hosts succeeds
Environment
Red Hat Satellite 6.2 (any version) and 6.3
