Issue

We see bundles of a removed profile restart initially upon container start before they eventually get stopped and deleted. The sequence of events is like
- stop a Fabric managed container
- delete a profile from the container while it is shut down
- restart the Fabric managed container
Upon container restart bundles of the deleted profile get started initially before they get stopped and deleted.
This problem is not always reproducible to the same extend.
