Not able to scale pods on Openshift Container Platform 3

Issue

Multiple issues arise when trying to interact using oc commands.

• Can not remove all objects - The command runs OK, but the objects are not removed completed (some was deleted but appears to me that the cluster couldn't confirm that its removed)
• Create new projects was partial - Possible to create projects but the service accounts are not presents, so project becomes unusable.
• Can not deploy new apps - The deploy pod starts, the Events log shows that its trying to deploy but appears to be frozen. Never stop, never show an error, never change this state.
• Can not scale up / down pods - The Deployment Config shows the "Desire" number of pods different of the "Current" but it's the same of step 3. Never starts / stop, the pod don't do nothing.
