Cannot create PV on cinder provided by RH OSP 12

Issue

When creating a PV on Cinder service on my OCP 3.7 that is hosted and configured on my RH OSP 12, I get the following error

 Failed to provision volume with StorageClass "standard": BS API version autodetection failed.
