NetworkManager sets rp_filter to Loose mode (2) without asking or a simple way to prevent it

Issue

  • rp_filter not being applied as expected
  • The value for net.ipv4.conf.ens192.rp_filter is being set to 2 upon installation and each reboot without modifying /etc/sysctl.conf or /etc/sysctl.d/

Environment

  • Red Hat Enterprise Linux 7.4
  • NetworkManager-1.8.0-9.el7.x86_64
