Is there a difference between using find with "-name" option and using wilcards when pointing the directory?

Issue

Using the following syntax of find:

find /directory/file* -exec ......

Gives different results than:

find /directory -name "file*" -exec ....

Why does this happen? What is the difference between the two syntax?
