Default OpenShift templates reappeared after upgrade

Issue

In OpenShift 3.4, we deleted the templates, but when we upgraded to 3.5, it got re-enabled automatically. We need a way/commands which can disable the templates permanently.
After running upgrade playbooks to go from version 3.6.173.0.21 to 3.6.173.0.21-18, imagestreams are recreated in OpenShift project.
