Can a security domain be deployed without restarting JBoss?

Issue

• Can security domain encrypted password for DB be deployed without restart?
• Customer says they have to restart server each time they change the encrypted password for a datasource linked to a security domain so that plain text passwords are not stored in ds.xml files. But this requires a server restart as hot deploy does not apply.
