AMQ 7: messages accumulate on topic, even in the absence of durable subscribers
Issue
In an AMQ 7 installation, a message destination is predefined as a JMS topic like this:
<address name="foo">
<multicast>
<queue name="foo" />
</multicast>
</address>
If messages are published to the topic foo then they appear to accumulate, even when there are no subscribers -- even when there have never been any subscribers. This is unexpected because, in the absence of durable subscribers, there is no need to accumulate messages for a JMS topic.

The problem does not affect A-MQ 6.x, because it is configured differently
