Issue

Deploying the wrapped WebLogic client (without any bundles that actually use it) triggers a restart of many of other bundles in Fuse.
Some bundles that import an unrelated A-MQ JMS connection factory then stay stuck in mode "Waiting" (Blueprint column in Karaf console).
When restarting Fuse, those mentioned bundles become "Created" and look ok. When undeploying the wrapped WebLogic client bundle, the same happens. A major restart of other bundles and the bundles mentioned above go in "Waiting".
