Issue

When deploying struts application with ValidatorPlugin the following exception is thrown.

ERROR [org.apache.struts.validator.ValidatorPlugIn] Skipping validation rules file from '/WEB-INF/validator-rules.xml'.  No stream could be opened.

Other similar exception can be thrown, but the meaning of the exception (/WEB-INF/validator-rules.xml cannot be found or read) remains the same.
