Non-admin user cannot view Provisioning templates with view template permission
Issue
- Non admin users even with the below set of permissions cannot view the Provisioning template/ Job templates / Partition Tables under Hosts tab on Satellite webUI
1) view_job_templates
2) view_ptables
3) view_provisioning_templates
