Why does rpm verify not list /etc/fstab as a modified file?

Issue

  • rpm verify doesn't return all changed configuration files
  • By running rpm -qf we can see that /etc/fstab is owned by the setup package. However rpm -V doesn't reflect that /etc/fstab has changed

Environment

  • Red Hat Enterprise Linux (RHEL)
