grub does not find KVM disks /dev/vd*

Issue

We are installing into KVM guests. When we run grub-install, it fails, saying there is no suitable drive found in the generated device.map because when it calls grub to generate the device.map file, the generated file does not contain any entries matching "^(hd[0-9]+)". The command it runs is

grub --batch --no-floppy --device-map=/boot/grub/device.map <<EOF
quit
EOF

This does not create any such entries.
