/dev/null permission denied on boot

Issue

The permissions on /dev/null are incorrect (set to 0644). If I attempt to chmod /dev/null to 0666 the permissions will get reset to 0644 during a reboot.

During a login the following occurs:

-bash: /dev/null: Permission denied
