Warning during OpenShift installation when docker_image_availability check fails
Issue
- OCP install is failing stating "One or more required docker images are not available".
- Installing a new OpenShift environment on AWS fails because the proxy environment won't be set in the
/etc/sysconfig/dockerfile.
