error message: "failed to test platform compatibility, since lsb_release not found" while adding an RHEV-H host to RHEV-M
Issue
- Created new instance of RHEV 2.1
- Created 2 new hypervisors using 2.1 install disk
- Created new Data Center & Cluster using iscsi for storage , however did not assign any storage

When the new hosts are added receive the following error and hosts are marked as unresponsive,
Failed to install Host <hostname>. Step: INSTALLER; Details: Failed to test platform compatibility, since lsb_release not found.
Environment
- Red Hat Enterprise Linux 2.1, 2.2
- Windows server 2003 using a locale other than US
