Welcome email notification not sending for external authenticated users

Issue

  • With the "Send welcome email" setting set to true on the General settings page and a new user is created manually the expected welcome e-mail is not being sent.
  • Run the "Test email" from the users "Email Preferences" tab does generate a new e-mail.
