"Forbidden: You are not authorized to perform the requested action" at the first step of an OSP9 to OPS10 overcloud upgrade

Issue

After a successful undercloud upgrade, an issue occurs during the first stage of the overcloud upgrade (major-upgrade-ceilometer-wsgi-mitaka-newton.yaml):

Removing the current plan files
Uploading new plan files
Started Mistral Workflow. Execution ID: 8e2cff83-36b6-477c-bf89-0c83749633c0
Exception updating plan: Failed to run action [action_ex_id=122aaa3b-8049-43f3-84bc-a906ced80d32, action_cls='', attributes='{}', params='{u'container': u'overcloud'}']
 ERROR: You are not authorized to use environment.
