[Satellite 6] Error "Could not find group foreman" while generating certificates for Red Hat Capsule server

Issue

• While generating certificates using the capsule-certs-generate command on the Red Hat Satellite server fails with error "Could not find group foreman".

[root@satellite ~]# capsule-certs-generate --capsule-fqdn "capsule.example.com" --certs-tar /root/capsule.example.com-certs.tar
 Could not find group foreman
 /Stage[main]/Certs::Config/File[/etc/pki/katello]/group: change from root to foreman failed: Could not find group foreman
 Report processor failed: Could not send report to Foreman at https://satellite.example.com/api/reports: Connection refused - connect(2)
