How to make 'request' quotas default to cluster default rather than 'limit'
Issue
A number of the OpenShift quick-start templates only specify a 'limit' quota with no 'request'. The way OpenShift behaves with these is a little confusing and rather aggressive.
The current behaviour is that if the 'request' quota will be configured to match the 'limit' quota. This effectively makes the 'request' quotas the real quotas, rather than a burstable quota. In my opinion it would be better if the missing quota was simply left as empty, and picked up from the cluster defaults rather than being magically set to the limit quota in the background.
We would like either
(a) for this behaviour to be changed
(b) for this behaviour to be configurable.
Additionally it would be good if the quotas were actually consistently defined across the various templates.
