Virtual Machines in a RHEV 3.0 environment fail to migrate due to 'soft lockups' on the RHEV-H host on which they are running.

Issue

Live migrations of Virtual Machines were occurring quite frequently due to the PowerSave algorithm being configured. Some of these migrations then began to fail relative to a vdsm process on one of the hosts encountering soft lockup conditions. These had apparently started to occur since upgrading to RHEV-H 6.3.
