bootstrap.py is failing because of missing `/etc/rhsm/facts` directory
Issue
- We are migrating our systems from Satellite 5 to Satellite 6 and are experiencing and issue when running the
bootstrap.pyas described in https://access.redhat.com/articles/2280691. When we run the script as mentioned, it fails with the below error:

bootstrap.pyis failing because of missing/etc/rhsm/factsdirectory.
