mod_cluster balancer potentially breaks stickiness for all nodes if one node has sticky sessions disabled

Issue

We configure some nodes in our mod_cluster balancer to use stickiness and some not to use stickiness. Stickiness works fine as long as the nodes with stickiness disabled are not running. Once a node starts with stickiness disabled and joins the balancer, stickiness then breaks for all nodes (even those with stickiness enabled).
