Can't change log file path for Tomcat's "catalina.out"

Issue

We run Tomcat 6 on RHEL 6 as system service using this command:

sudo /sbin/service tomcat6 restart

We can't change the file path for the Tomcat 6 log, even though the ${CATALINA_BASE}/conf/logging.properties file points all logs to /new/path/logs/tomcat.log, only certain details are being written to the new file. All other details are being written to catalina.out (default log /usr/share/tomcat6/logs/catalina.out), which continues to grow uncontrollably.
