Getting "Failed to create bus connection: No such file or directory" when trying to change locale in a container

Issue

After starting rhel image in a container and trying to list and change locale with "localectl" command gives:

# localectl status
Failed to create bus connection: No such file or directory

# localectl set-locale LANG=de_CH 
Failed to create bus connection: No such file or directory
