Apache Tomcat error "chmod (directory attributes) error: Operation not permitted"

Issue

• When trying to deploy an application to a CIFS mounted share I get the following error:

  chmod (directory attributes) error: Operation not permitted
     creating: /mnt/esm/jack/staging/ban9home/javaforms-93/BannerAdmin/build/
  

• When accessing a CIFS mounted storage device, and accessing it with a tomcat application running on an apache server I get the following error:

  chmod (directory attributes) error: Operation not permitted
  

• Other users are able to read & write a CIFS file, but the tomcat application can not modify the specified file
