Fencing fails and the logs report for the expected device: "notice: can_fence_host_with_device: <device> can not fence (reboot) <node>: static-list" in a RHEL 6 or 7 High Availability cluster with pacemaker
Issue
- We have a
fence_ipmilanstonith device as the primary for each node, then afence_scsidevice as backup. These are configured in separate levels for each node. When a node needs to be fenced, we see "node2-ilo cannot fence (reboot) node1: static-list" in the logs

- Fencing is failing and the logs are saying that our device can't fence the node because "static-list"
