Netdump is only using eth0 interface

Issue
Netdump is only using eth0 interface
Resolution
Add the DEV parameter to /etc/sysconfig/netdump
DEV=eth1
Root Cause
/etc/sysconfig/netdump with no DEV= automatically assumes eth0
Diagnostic Steps
- Netdump fails to start on eth0

The eth0 interface is down
