How to disable Fastest Mirrors for yum on RHEL-6?

Issue

We use RHN Satellite and formerly used Proxy. On RHEL-5, the search for the fastest mirrors was counter-productive: it took a bunch of time when yum started, and we don't have any mirrors. So, we disabled this search in /etc/yum/pluginconf.d/fastestmirror.conf.

This file does not seem to exist in RHEL-6. Is there another file to change, or has this feature been removed? I'd like yum to start as fast as can be expected.
