New deployed system allows CPU overcommit when forcing host node

Issue

• It is possible to overcommit CPU's on the target host, even with CPU overcommit disabled.
• Raising later new instances without specifying the host, doesn't allow CPU overcommit
• As a third step, launching again instances with a target host fails with corefilter reporting the core amount cannot be satisfied
