Why does my package fail to install correctly in kickstart, when listed under %packages?

- During a kickstart, a custom RPM fails to install appropriately when under the %packages section but is successful in %post
Environment
- Red Hat Enterprise Linux ( all versions)
- Anaconda installation environment
