Duplicate admin account after upgrade to RHEV 3.6

Issue

After upgrading from RHEV 3.5 to 3.6, administrator cannot login to the RHEV-M UI.
After upgrading from RHEV 3.5 to 3.6, we can see 2 admin accounts in the RHEV-M DB. ( admin@internal - original one and admin@internal-authz - duplicate one )
