New DOD CAC Smart Cards do not work with libcoolkey

Issue

• Coolkey not recognizing DoD CACs on Gemalto TOPDLGX4 144K cards, When inserted to the card reader for login, nothing happens. Using both SCR331 and HP KUS0133 Keyboard with reader gave the same result.  Using the keyboard the light flashes twice while with older cards it flashes several times before the login name appears.  
• CoolKey is not recognizing the new Gemalto TOPDLGX4 CAC cards
