kdump fails to save a vmcore file to a specified device

Issue

A user specified a dump device by <fs type> <partition> option in /etc/kdump.conf as follows:
```
ext3 /dev/sda5
```
When using a server with a USB storage device attached, the device name of HDD after booting 2nd kernel on kdump is different from 1st kernel's name.
As a result, kdump does not work as expected.
