Improve import of dialogs using Tag Control between appliances/regions

Issue

• When a dialog is exported with a tag control, the Category ID is part of the export which can be different from Region to Region. A better import method would look up tag categories and use an existing category rather than orphaning the tag control in the dialog and requiring it to be re-associated.
