Disconnect controller and migrate network namespace to another controller

Issue

• We want to disconnect one of our three controller nodes from the openstack network for an upgrade. What happens to the network namespaces on that controller? How do we migrate those namespaces?
• Controllers are not managed by Pacemaker.
