Is there a way to Differentiate user & group in pam_access module?

Is there a way to specify group-only access in /etc/security/access.conf ?
For example:
- Created a user named "admin" with in group "admin". How to set pam_access so that only user "admin" is allowed to login but not everyone in group "admin"?
