How to configure the system to ask for root password during Shutdown or Restart

- Is there any way to configure system to ask root password when non root user attempts to Shutdown or Reboot the system?
- In RHEL7, non-root users can reboot the server by default. How to prompt for
authenticationwhen non-root user's try to reboot the system?
