RHN Satellite reports HTTP 401 responses for repomd.xml requests

Issue

In RHN Satellite, the httpd logs are reporting HTTP/401 responses for various repomd.xml file requests.
For example, a logwatch report is printing messages such as:

GET /XMLRPC/GET-REQ/rhel-s390x-server-5/repodata/repomd.xml HTTP/1.1 with response code(s) 401 8 responses  
GET /XMLRPC/GET-REQ/rhel-x86_64-server-5/repodata/repomd.xml HTTP/1.1 with response code(s) 401 147 responses
GET /XMLRPC/GET-REQ/rhel-i386-server-5/repodata/repomd.xml HTTP/1.1 with response code(s) 401 121 responses
