Python's curl module does not have options to use TLS 1.2
Issue
TLS1.1 and TLS1.2 were included with the release of RHEL6.7. However, it does not seem that python-pycurl can use the new TLS features.
Environment
Red Hat Enterprise Linux (RHEL) 6.7
python-pycurl RPM package versions less than 7.19.0-9.el6
