Cannot login as "root" in console / network down

Cannot login as "root" in console / network down (checked from "single user" mode)

When trying to log in as root, after typing login "root" and "password" it is just hanging and after about 2 minutes it asks for login again without any error

While booting we can see error: "Device eth0 does not seem to be presented, delaying initialization", but the "root" user is local
Environment
- Red Hat Enterprise Linux 6
- Mellanox Ethernet Card
